They have probably already spent the money on other programs while they wrote 8.0 Billion in IOU's to the Iraqi Trust fund...

Hey wait...That's what the US Congress has done with Social Security!!! And Enron!!! And World Com!!!

wow... What if the UN can't produce the money???
