You misunderstand me
The UN inspectors were not there during wartime. They had no opportunity to find if the troops were provided these weapons for this war.
Now, we (not the UN) are in an excellent position to find them if they are there. It does not look like they were.
I think we have done enough snooping by now, to determine that these weapons were not distributed to troops for their potential use. So back to my point: if he had them, and if this wasn't the right time to have them ready for use, then what was the right time?
