If Iraq didn't have any WMDs, it sure wasn't behaving like it during the inspections. As just one example, why would Saddam threaten weapons scientists and their families with death, and tape their conversations, if the scientists had nothing interesting to say?
Any weapons that our military doesn't have precisely located are weapons that can still be used or exported until we have control of them or know where they are. This is the main reason the current searches are being done behind the scenes.
