Reagan's tax cut did not make a quick end to the 82 recession. No tax cut but fed rate cuts ended the 91 recession. Low rates and no new tax cuts gave us the best economy in modern memory. A low rate environment is what we should shoot for. Lowering the national debt helps that. Cutting taxes does not unless it can be proven to stimulate enough growth to actually increase revenue. In a country Like France cuts are needed to stimulate growth to lower unemployment. In a country with nearly full employment keeping a steady course is more appropriate.
Cutting taxes as Bush initially proposed during his campaign when the Fed was trying to slow the economy is entirely agenda driven and not related to stimulous. Bush's current tax cut plans are not the most effective way to stimulate the economy out of a recession. Income tax cuts to the middle class would be. Capital gains tax cuts would be more effective than dividend cuts at long term stimulous because most growth companies don't pay dividends. It is quite obvious that the stimulous angle is a sham to cover an ideological or supporter payback goal formulated before any need for stimulous was obvious.
