Saddam's Probably Dead If True
I can't see Saddam allowing such orders unless he had a foolproof escape plan. Doesn't sound like him even then nor is it consistent with his refusal to leave earlier.
Of course there's always a chance for a real loony rope a dope routine. Convince the Americans they've won then resurface once they leave.
