"I think we need to pass laws which require American reporters to do things which are at least somewhat helpful towards the subjects of their reporting. If they are going to a location in which people are starving they should bring some food, if they are going into a war zone they should bring something or set up something that would help war victims they are going to report on.
*************
I don't think this is practical.
Let them be.
Let American tourists, and aid workers be judged for their free activities"

There are existing laws like this affecting anyone who simply runs across victims in need. The situation of reporter planning to go to somewhere in which there is predictable need, seems like they could do some preparation to allow for this need. Tie this in with creative sponsorships and they could even make a buck. [Fox News has proven the value of reporting the news with an American bias.]
Normally I'm against adding additional laws, but I think if we happen to force reporters form some "international country" then we would actually be better off.
