The open conduit between the two nations has been flowing throughout the UN sanctions over the past 12 years. And as for the movement of equipment to safer ground in foreign lands, think what happenmed with Iraq's air force during Desert Storm.
Transporting mobile WMD labs overland is something Hussein was famous for. Transporting equipment out of country for safe keeping was also one of his favorites. He was no national leader. What he was was a player, using any means possible to stay one step ahead of the West. He was good at it.
It's there. You just have to read it.
