Syria, just like the former Iraqi regime, would lie in its teeth without hesitation. However, like you said, DEBKAfile is not a trustworthy source unless it's confirmed by other sources.
Do I believe the WMD are hidden in Lebanon or Syria? Not yet. But I wouldn't be surprised if it was true.
