It's mostly a conservative grass-roots movement. The California Republican Party (a load of first-class wussies if ever I saw them) had to be dragged kicking and screaming into it*. I heard the whole thing play-by-play on local talk radio.
*Much as they had to be dragged into Simon's candidacy in the last election.
