10,000 people protesting out of a population of 5,000,000 doesn't necessarily indicate a problem
That 5 million is just the population of Baghdad. The population of Iraq is somewhere around 20 million. Compared to that, 10,000 is a pretty low percentage (~0.05%) of the population as a whole. Your garden variety protest in Paris typically draws many times that number of people.
