Wait until AFTER Mars Express has successfully orbited Mars and Beagle-2 landed on the Martian surface to start crowing about low cost. There is a minimum admission price to do science at Mars and it has not yet been demonstrated that the Europeans have paid it. For what it's worth: My prediction is that Mars Express will achieve orbit and do useful science but Beagle-2 will auger-in.
