Odd...I don't remember Belgium attacking Germany first in World War 2. In fact, Belgium's policy was strict neutrality. This apparently didn't help much.
World War II was won by the Allies. Belgium has been kept "safe" since then by other nations willing to confront the monsters that would have crushed it.
