Failed USA peace plans

For me, the defining moment when I knew GWB had no clue about the Middle East was when he dismissed Clinton's failed plans as mere "photo-ops". I think this was during his first SOTU address?

Funny how events conspire to bring the US back to the table. If this fails will there be anybody here who dismisses the road-map as photo-op diplomacy?
