The beast had outlived his usefulness to the West, had killed thousands of his own people, had set up WMD programs, had attacked his neighboring nations, ignored the rules placed before him by the world council, continued to be a real-world war-threat to his neighboring nations, and he had to be removed from power.
He refused to go.
We showed him the door.

Regime change was the goal, and regime change occurred.
