The elitist attitude of Scrinis oozes from the page. One can tell that, like many of his kind, he believes that a properly-run planet would have lots of nice little subsistence farms for the peasants. The ruling elite, of course, are another matter, as we've seen in every nation that has ever been unfortunate enough to have someone like Scrinis running things.
