It's a bit like Israel's nuclear weapons program: it's a scandal as workers at Dimona are not able to claim for compesations for their cancer caused by radioactive leaks as there have been incidents involving the secret place. Israel's enemy is so close to the country, it's impossible to use nuclear weapons for fear of contaminating themselves too!

And terrorists know very well they cannot fight under the US terms, so they fight under their own terms (human bombs or ambushes in Iraq).

The most powerful country in the world with a defense budget almost as high as all the rest of the world's combined defense budgets, is unable to install a regime accepted as well by the US as by the Iraqis and unable to win the peace without forcing its troops to spend up to a full year just when they thought they were going back home!
It was easy to start the war and to win the war, but how about winning the peace and a peace according to us, more than accorfing to them?
