...that Mr. Bush asserted in his constitutionally mandated annual report to Congress and the American people things which were neither accurate nor true. Who should be responsible for that? Certainly not the media, Congress or the American people. The buck stops with the person for whom the speech was authored. Its his speech. Its his responsibility.
