The biggest deterent to war anymore is the cost. Without spoils nobody and I mean nobody can afford war.

Spoils are available in Iraq in the form of oil but because of the appearance of fighting the war for oil we will do good to pay for Iraq infrastructure with Iraqi oil much less the out of pocket cost of munitions, troops and logistics.
