This report offers one example. The first rise of the Taliban was in response to the brutality of the warlords after the Russian occupation. The warlords made their comeback under Allied auspecies; the Taliban began its return shortly thereafter.

But we were too busy building a case against Iraq to consolidate our position in Afghanistan and to strengthen the hand of our Afghani allies.
