The irony is dependent on the unspoken assumption that the coalition forces, and the Islamist and Baathist fighters coming in from Syria and Iran, are identical as far as methods, motivations, and plans for Iraq's future go.
I appreciate that the distinction bears directly on your need to stay "on message". But it has nothing to do with the irony inherrent in the Wolfowitz quote. You are confusing morality or philosophy or politics (or whatever you want to call it) with a literary rule.
