The true leaders are mini-Hitlers -- saner, and therefore far more deadly than the original. The deranged cult leader mentality will be found in their suicidal lieutenants. The bombers, though, are the disciples, those who must be trained in suicide. Cut the Hitlers, preferably turning them to logic rather than death, or destroying their network, and the lieutenants, humiliated through incomprehensible defeat, will turn on each other, on their own disciples, and eventually fade away.
