...but its the U.S. Air Force that has determined that these drones were essentially only capable for surveilance purposes and not designed to disperse biological agents.
And, it was the U.S. State Department that concluded the trailers could not be used to manufacture biological agents. In fact, after a thorough examination we didn't find a single nefarious microbe in either.
Both claims were deliberately trumped up to exaggerate the case for war.
