You're looking for a conspiracy where there's none.

Heck, I wrote some future scenarios as well - one of them which fully foretold the Chinese manned space initiative and that the world would become even more dangerous and require increased investment in our ground forces when the U.S.S.R imploded - this was back in '93.

Are the Chinese acting out my script - am I part of a grand conspiracy? The military has been planning for the future since the Rand boys were paid to predict the end of the world.

In 1961, a folk singer named Malvina Reynolds penned this little song:

Oh the RAND Corporation is the boon of the world;
They think all day for a fee.
They sit and play games about
going up in flames;
For counters they use you and me,
Honey Bee,
For counters they use you and me.

They will rescue us all from a
fate worse than death
With the touch of a pushbutton hand.
We'll be saved at one blow from the
designated foe,
Who's going to save us from RAND?

Your fears are not new or unique. Nor am I the first to offer a rebuttal. A RAND employee returned the favor for Malvina:

Oh the folk-singing crowd is a boon to
the world;
They sing all day for free.
They sit and sing songs of
injustice and wrongs;
For scapegoats they use you
and me, Honey Bee;
For scapegoats they use you and me.

T'would be nice if our life were only a song
and as simply resolved as a chord.
That's it's not can't be missed. Russian
bombs do exist;
It's the fact that folk-singers ignored; Dear Lord,
It's the fact that folk singers ignored.

Lots of research has gone into predicting what the bad guys will do and what our response will be. Our superpower military didn't get that way by accident. Superiority fighters, tanks and weapons only come into existence after a great deal of research and, yes, prediction has been conducted as to the threats we will face and how best to address them.

Lots of conspiracy folks go after Rumsfeld and Cheney and Condi for their link and support of the Frontier Foundation - a foundation which has held a strong anti-Saddam position since shortly after the gulf war.

Coincidence? Conspiracy? No, of course not. Saddam has been using US planes for target practice since the no-fly zones were established. He has been taunting his disdain for the US and went so far as to set assassins after former President Bush when he was in Kuwait.

Those events and attitude are going to be calculated into MANY prediction type scenarios presented to the military and the various intelligence agencies. Just like Kim Il Jong's psychotic rantings and nuclear dreams are included into scenarios written up for Korea.

No big conspiracy to be unearthed - only good foreign policy/military/intelligence think tanks at work trying to stay one step ahead of our opponents.
