One of Zubrin's degrees is in nuclear engineering and it was originally in his plan until a coworker convinced him it was politically unfeasible. He still used it as an on planet power source, but not for propulsion. Many favor this option because it allows power to spare and adds to safety margins. I'm personally torn between that benefit and the potential political cost of pursuing such a benefit.
