Hasn't this thing already been designed?
At least half a dozen times over the past few decades. Nasa already spent $2 billion on the HL-20 back in the 1980s, only to cancel it. How about dust off those plans and cut metal on it already? It'll be a lot cheaper than starting from scratch!
