The US, in its fight against communism, found an ally in King Abdul Aziz of Saudi Arabia.
The money from the oil exportation came in dollars and made a few princes richer and richer.
The Saudi Arabian population, did it benefit from it (spreading of the wealth)?
The problem was that it weren't Arab companies that dug, refined, transported the oil, but western companies. And the Saudi population remained poor.
One of those wealthy Saudi entrepreneur got angry at the US, but he had lots of money (from his dealings with the west) and decided to create an organisation.
The Saudi princes heard about this, didn't want him in their country, chased him away with all his gang, paying him lots of money to keep him away.
After that, his men went training all over the world and got organized to foment devastating terrorist attacks in the west.
If only, Saudi Arabia had not been so corrupt and if only the US had not been so dependant on SA!
