Why do you promote spending 10 to 100 times as much for the same result? Doesn't sound like a communication problem to me. Sounds like financial conscious decision not to waste taxpayer money on return to the moon for fallacious reason fantasies. Moon based NEO searches are not cost effective period except as part of a base established for other reasons. I'm pretty sure everyone at NASA knows this and only proposed such a thing as part of a catch all plan for returning to the Moon. Whether we go to Mars or not has no bearing on whether or not we should spend money on a poject that can not be justified on its own merits.
Concise summary. A lot of options were considered within a factor of two cost. None of them were your pet project because anyone with an ounce of sense can predict t would cost far more with little or no gain.
