Because I think that even given this report the JPL team has had a bogus risk estimate and rather limited constraints on the resources they could ask for forced upon them by senior management, quite specifically Ed Welier and Dave Morrison.

They have had to fight the two of them on this every step of the way, and I think that the appropriate thing to do is to relieve these two of their responsibilities, immediately.
