The numbers
Here's a few numbers showing what actually happened with Clinton's Federal jobs. Unfortunately, it only goes up to 1996, but I suspect it marks a trend.
As Pete mentioned, of every Federal job eliminated over the first four years of Clinton, 94 were military personnel.
