I found the quote (actually was directed to the link by a friend of mine) here. But obviously it is not the original reference. According to the link, Cheney said it in 1991. Sounds plausible to me.
As for your demand of further comment, I thought the quote stood well by itself. It is a humorous self-contradiction, is all. Sorry if it ruffled your feathers.
