Yes He Said That - The Rest Of The Story.
As a result of those concerns the Bush1 Administration:
1) Failed to support the uprisings they encouraged in the North and South of Iraq by strictly enforcing the no fly zones to include helicopters.
2) Helped set up a sanctions program that almost everyone thought prior to GW2 was ineffective do to Iraqi obstruction.
3) Hoped Saddam would be toppled from within his administration which never happened and seemed to be growing less likely with the possible exceptions of Udai or Kusai who would have been as bad or worse.
10 years adds persepective.
