There are a lot of people in the Pentagon whose job it is to figure out how to maximize the amount of money flowing to the defense contractors. Every year, the Pentagon can't account for huge amounts of money. We buy tons of crappy weapons.
In the early nineties we slashed the size of our military, but after one round of base closings, congress critters screamed bloody murder, and so there weren't any more base closings. We cut the number of divisions, independent brigades/regiments, and ships, yet the number of people with stars on thier shoulders has gone up. We have too many generals and admirals.
We have too many officers, period. There was a draft in 1917, which resulted in a huge amount of men in uniform. The pre-WWI army had been quite small, so lots of new officers were minted. Noting that these officers didn't have much experience, Pershing figured the more, the better - and we ended up with staff down to the battallion level - which is grossly unnecessary. That system persists today.
We spend almost $2 billion per copy on hangar-queen B-2 bombers, and our servicemen live in on-base slums.
Check out this website. Lots of useful stuff for all.
