Perhaps it could be partially reusable by having a thermal protection system that can be removed and replaced between flights. Of course the idea is to make an economical vehicle. It may be cheaper in the long run to just build a whole new ship than to replace the TPS and refurbish the rest for another flight. That's one thing that killed the shuttles economics. It was very labor intensive and expensive to prepare them for the next flight. It wasn't like preparing an airliner for the next flight as they had hoped.
