I haven't read Woodward's book, so I'm at a disadvantage here. Assuming the quote is accurate, who was Bush talking to in this quote? If one is looking for support for the theory that Bush has been "planting" the Iraq-9/11 linkage in the public mind, a comment made in his office to, say, Powell is not going to fall into that category. Since this quote has apparently appeared nowhere else, I would suspect that it was a private expression of Bush's own suspicions. He did say he had no evidence at the time, didn't he? So he was not expressing it as a known fact even then.
