Bush's quote was an objection to the WORDS used. Not the content, not the philosophy, not the tactics---just that Kennedy was being a big bad meanie taking him to task and being unkind in so doing.

Sounds like an episode in that new sitcom, Kindergarden Kids-an administration at recess.
