I think the article offers two major points:
One, that the Iraqi military failed to adequately document their voluntary destruction of Iraqi WMDs in the earlier 1990's; and,
Two, that Saddam, though a brutal dictator, was effectively incompetent in running his own country. His own inflated ego proved to be his Achilles heel.
Of course, what this article does is affirm that going to war was completely unnecessary. It supports the fact that Iraq was no substantive threat to the United States. It tells us that we would have been far better off to continue the U.N. inspections and sanctions, while patiently working with the U.N. Security Council over time to build a consensus to support regime change in Iraq. This would have been cheaper, resulted in fewer casualties, and enhanced American diplomatic influence among the community of nations. It would have strengthened our efforts to fight terrorism and it would improved prospects for an American led peace in the Middle East.
