I wonder if it implies that the station won't increase its crew capacity., this isn't true
Not good for cooperation.
BTW, this isn't true:
We havenâ€™t seen the same two flights, ever.

STS 83 and STS 94

And earlier, STS 59 and 68.

And the Mir flights were very similar also.

and STS111 and STS113 too.
