Same thing in insurance
We have to send all new policyholder's name and address info to a third party for checking against a database. We send everyone's names again at policy renewal time, so we catch them if they somehow become terrorists since the last time they were checked.
The odd thing about this is that the third party is an enterprising private company, not the Fed.
This is new stuff, implemented a few months ago.
