These are opiates, and the term "bully" is Wilma's, but one has to take into account the condition of Rush. Of course he bullied her. He's addicted.

According to the State Attorney’s office, there are no charges currently pending against Rush. Whether that changes, nobody is at liberty to say, not even Rush. The stated investigation was apparently launched when his former housekeeper came to the authorities and passed the information of Rush to them on condition of amnesty. The target of the investigation was the drug providers.

What he did was illegal, by all means, but there are no charges being preferred against Rush at this time.
