If you believe they're somehow coding the message please explain. The bill sets out to do what so many before have thought was the logical way to go to Mars and to do solar system exploration. It is my opinion that it's the wrong way to get to point B from point A. You don't take side journeys.
Anyway, Apollo was not about impact hazards and ISS is not about impact hazards. If a visit to a NEO is planned and executed and a side benefit is better knowledge about the structure of asteroids I'm sure the congressmen won't object. But it's not the agenda..it would seem Mars is the last Item on the list of things to do...
