Because as mentioned way back this is the go slow and fund pork approach. Precisely the approach that has kept us in LEO for 30 years and criticized by the witnesses mentioned above. At best you have a nontechnical lawmaker best focused on distance as some kind of key intermediate step rather than focusing on energy required and at worst someone simply trying to stretch out pork to local districts. That whole technical discussion on delta V is obviously beyond you since you have never replied to discussions on that basis so I will not bother going further.
