France and Germany would send a couple of thousand troops under NATO jurisdiction and new rules of engagement would be set to maximize casualties among the 100+ thousand US troops that would remain.
I won't even speculate how the Iraq government would turn out.
This is assuming that a mainstream dem gets the nomination.
