To be fair, these incidents are not quite the same thing as the consequences of an organized guerilla/terror effort in the homeland.
An analogy to what you reference might be if nobody was shooting at us in Iraq, but we were still getting terror attacks from scattered leftover Baathist cells, acting on their own, on American interests overseas.
