It is very strange!
What comes to mind is a piece of mylar string from a balloon which has exploded fluttering down at an angle. If this is the case they should be able figure how far away it landed and retrieve it to confirm this hypothesis (it's not going to be more than a few feet long). It possibly has some of the ballon still attached as it seems to fall with a weight at it's lower end.
The exposer is to short for something far away that is not reflective.
