re: UN
Well, the UN inspectors came from all kinds of countries and their chief from Sweden (I think) which isn't suspected of anti-american bias like a representative of a northern African or an asean country could have been.
The late High Commissionner on Human rights who was killed in Iraq, mr De Mello, was from Brasil.
The large variety of people involved in the UN does give some credibility to this international organization in charge of maintaining peace between countries.
It's a coordination power (depending on its members states) and not a coercive power, so it can't always please everybody.
But it brings hostile countries eye to eye.
