There is a paradox in the interest in a return to the Moon. The general assumption is...there will be a Moonbase or a permanence to the return, thus a long term goal. Yet you are right the same people who poopoo and long term goal advocate a return to the moon. What for? Flags and Footprints once again? Why?
BTW, there is no practical way to secure cislunar space without huge expenditures. And they will not happen in this economy.
