The terrorists are using truces as a strategy in the conflict, buying time to maneuver and attack again. It is pointless to negotiate, or do anything but build a wall that no homemade weapon can get through. Any weapon that does will clearly be an act of war, and in the ensuing full-scale armed conflict the PLO will be destroyed, leadership, membership, and all.
