What the PLO wants is to gradually wear away Israel until it dissolves. The "West Bank Fence" will be nearly as effective as the "Gaza Fence" is. Not perfect, but enough to eliminate 99% of incursions from the West Bank. The PLO senses that this means the end of the unlimited opportunities it has had to terrorize Israel, which is why it opposes the plan.

Palestine would become a de facto country despotically ruled by Arafat and Company. But a strange and disconnected country. To travel from Gaza to the West Bank, a traveller will need to go to Egypt, then to Jordan and then to the West Bank. That is if Egypt and Jordan allow passage through their countries, which may not be the case.

It will also be economically as dead as a petrified stump. Eventually, it will be annexed by Egypt and Jordan.
