This is the part Bowser ignored:

My home state voted for President Obama. When he talked about change, many people liked the sound of it--especially in Janesville, where we were about to lose a major factory.


Ryan is here making clear that the factory was slated for closure at this time, prior to the election. This is not hidden. It's right there in the speech.

A lot of guys I went to high school with worked at that G.M. plant. Right there at that plant, candidate Obama said, "I believe that if our government is there to support you, this plant will be here for another 100 years."

That’s what he said in 2008. Well, as it turned out, that plant didn’t last another year. It is locked up and empty to this day. And that’s how it is in so many towns where the recovery that was promised is nowhere in sight.


Obama, who also knew at the time that the factory was scheduled for closure, declared to the workers that government assistance could keep the factory open for many years. In point of fact, the factory did close down for good in 2009, after Obama was elected. It remained closed through two years of solid Democratic rule and heavy spending, and to the best of my knowledge, is still closed. Obama didn't deliver, and probably doesn't even remember the place any more.

Nothing in Ryan's statement is false. And as he pointed out in the rest of the speech, there's a lot of places where Obama failed to deliver.
