Here is my understanding...

- Airbags use less mass then powered decent landings.

- MER is about the maximum mass limit for payload delivery with airbags

- Airbags can deal with rocks better, they tend to roll to open areas. However, smart landers could solve this problem for powered decent.

- Powered decent is nicer to the payload, less G-loading.
